I think this story’s “main character” is the land itself. The people are less so actors, and moreso props/setting.
Though we know the characters, there’s nothing that really sets them apart as unique. If they didn’t give city names, then this same story is probably happening in a dozen different towns in Texas. So if the characters aren’t unique, what is?
None of the people are proactive, so all their actions will be in response to an outside change. So as a result, we see the change and story of the land reflected by the people living on it. It matters more about the land itself and less about who’s living on the land.
Have you noticed the religious imagery for the land? For example, there’s been a few times that they called the farm “Tony’s sanctuary” or “holy ground.” I think is to give the role of the “God” character to the land.
-> maybe the land isn’t God. Maybe the land is the physical body of the person that is the land. “God” or time divine component of the land is life itself, represented by the happiness/hope of the people, the strength of the economy, and bounty of the land. As such, the rain acts as a divine blessing given to them because of their hard work
-> the last couple of chapters have been telling the story of the slow, but inevitable, death of the town. First the rain stopped, then the crops died, the money/potential of the city died, and finally the people are dying, either literally or metaphorically dying (they are dying as Texans and farmers. They said they would die on their land. And when their spirits finally died, the decided to leave before their bodies did too.
