What the other guy said. I use them as a part of my poetic aesthetic, and there’s a couple overlapping reasons/meanings for when/why I use them. Though, the general reasoning is to bring attention/elevate the word, so bringing attention to them by making it look strange. In addition, the dots will often represent eyes from above, so meaning they have an alien perspective. Though in the case of Biggie – the “above” perspective is implied to be divine rather than alien.
